ข้อเสนอแนะในการวางนโยบายและแผนในอนาคตของผังเมืองขอนแก่น

Abstract

การขยายตัวของเมืองขอนแก่นได้เริ่มปรากฏชัดตั้งแต่ พ.ศ. 2505 เป็นต้นมา เนื่องจากการลงทุนพัฒนาทั้งทางด้านการปกครอง เศรษฐกิจและสังคม ประกอบกับลักษณะกายภาพของตัวเมืองเอง ซึ่งการขยายตัวเมืองตั้งแต่ปี 2505 ถึงปัจจุบัน แตกต่างกับแผนผังโครงการที่กำหนดไว้โดยสำนักผังเมือง กระทรวงมหาดไทยหลายประการ สาเหตุของความแตกต่างเกิดจากการวางแผนผังโครงการโดยขาดข้อมูลและสถิติที่ถูกต้องเชื่อถือได้ ประกอบกับนโยบายการบริหารและปฏิบัติงานของหน่วยงานและผู้บริหาร แต่ละยุคสมัยไม่แน่นอน มีการลงทุนพัฒนา เมืองก่อสร้างที่ทำการของสถาบันต่าง ๆ ในพื้นที่เขตเทศบาลเมืองที่ขยายเพิ่มขึ้นมากกว่าที่คาดคะเนไว้ และในการปฏิบัติงานเพื่อบรรลุเป้าหมายของแผนผังโครงการนั้น ขาดความประสานงานความเข้าใจและมองเห็นถึงความสำคัญของนโยบายด้านผังเมืองจากหน่วยงานและกลุ่มผู้บริหารส่วนท้องถิ่นอย่างดีพอ ปัญหาปัจจุบันของเมืองเกิดขึ้นทั้งในบริเวณที่มีการขยายตัวตรงตามโครงการและในบริเวณที่แตกต่างจากโครงการ คือ มีการใช้ที่ดินไม่คุ้มค่า ขาดระเบียบการควบคุมการใช้ที่ดิน, อาคาร และระเบียบต่าง ๆ ของเมืองภายในตัวเมืองชั้นในมีปัญหา เกี่ยวกับการจราจรคับคั่งสับสนบริเวณที่มีประชากรมาประกอบกิจกรรมมาก ๆ เช่น ตลาดสด, ย่านการค้า, สถานีขนส่ง เป็นต้น นอกจากนี้ ได้แก่ การใช้อาคารพาณิชย์เป็นที่ประกอบอุตสาหกรรม และคลังสินค้าก่อความรำคาญเดือดร้อนต่อทั้งประชากรและระบบอื่น ๆ ของเมือง การสาธารณูปโภคไม่สามารถจัดบริการได้ทั่วถึง โดยเฉพาะในชุมชนบริเวณชานเมืองเกิดความแตกต่างของสังคมเมืองและสังคมชนบทอย่างชัดเจน การที่จะพัฒนาเมืองให้มีการขยายตัวอย่างมีระเบียบและคุ้มค่าจำเป็นต้องควบคุมการใช้ที่ดินและการดำเนินกิจการต่าง ๆ ให้อยู่ในพื้นที่ ๆ เหมาะสมทั้งด้านกายภาพและแนวโน้มด้านเศรษฐกิจและสังคม การกำหนดเขตพื้นที่ ๆ จะพัฒนาเป็นชุมชนย่อยจะต้องมีความสอดคล้องกับระบบการบริการด้านสาธารณูปโภคและสาธรณูปการที่ดี การจะพัฒนาชุมชนให้มีความแตกต่างของระดับสังคมและความเป็นอยู่น้อยลงควรยึดการพัฒนาศึกษาเป็นแกน โดยให้แต่ละชุมชนมีสถาบันการศึกษาเป็นศูนย์กลางชุมชนแล้วจัดระบบบริการอื่น ๆ สนองให้แก่แต่ละชุมชนอย่างพอเพียง ปัญหาการคมนาคมระดับเมืองและภูมิภาคควรแยกออกจากกันโดยเด็ดขาด เพื่อให้เกิดความสะดวกและปลอดภัยแก่ผู้สัญจรคมนาคมทั้ง 2 ระบบ เช่น อาจมีถนนระดับท้องถิ่นหรือทางข้ามทางแยกที่ปลอดภัยกว่าปัจจุบัน ที่สำคัญที่จะทำให้โครงการพัฒนาเมืองได้ผลจริงจัง ควรคำนึงถึงการจัดประชาสัมพันธ์ให้เกิดความเข้าใจและเห็นความสำคัญของการผังเมืองแก่หน่วยงานที่เกี่ยวข้อง ผู้บริหารและประชาชนทั่ว ๆ ไป และสุดท้ายได้แก่ การจัดกลวิธีที่จะทำให้การพัฒนาสามารถดำเนินงานให้เป็นไปได้ตามจุดมุ่งหมาย ทั้งทางด้านวิธีการจัดโครงการและการจัดหาแหล่งเงินทุนทรัพยากรที่ใช้ในการพัฒนาเมืองให้พร้อมสรรพ

The growth of Khon Kaen has obviously been noticed since 1962. This is due to the growing investment in developing politics, economy and social affairs, and the physical aspects of the city itself. This growth, however, does not completely follow the master project designed by the City planning Department, the Ministry of Interior. The differences are caused by the shortage of data and reliable statistics when designing the project. The administrative policy of each division is not well defined and the administrators of each period all have their own ideas. There is an investment to develop the town, to construct the offices of many institutes in the municipal area which has been expanded more than expected. The implementation to reach the objectives does not receive enough co-operation, understanding of the importance of the town planning policy from the local divisions and administrators. The present problems of the town come up both in the areas growing in accordance with the project and those growing differently from the project. The usage of the land is not profitable enough, and there is no control of land use and the restrictions are not efficient enough. There is a traffic jam and traffic conflict in the inner area such as the market places, the commercial areas and the bus terminals where a lot of people commute for some activities. Besides, the use of commercial buildings as industrial areas and warehouses disturb the people and other systems of the town. The town utilities cannot give enough service, especially in the suburban communities. This causes the obvious distinction between the urban and rural societies. In developing the town to have orderly and worthwhile growth, it is necessary to confine land use and other activities within the area which is suitable physically, economically and socially. The determination of the area to be developed as a sub-community needs both good utilities and facilities. It is necessary to give much importance to the educational development in order to narrow the gap of different social and living levels. Each community should have its own educational institution as the center and also should provide enough of the other services for the community. The communication system in local and regional levels should be completely separated so that the commuters can travel conveniently and safely. For example, local roads, safe over paths and intersections should be established. In order to obtain an effective town developing project, a planner should first make the project known to the related divisions, administrators including the public so that they will understand and see the importance of town planning. Finally, there should be a strategy that will enable the development to reach the objectives in project arrangement, fund provision and resources that will be used in town developing.
