การนำนโยบายสู่การปฏิบัติของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) องค์ประกอบการนำนโยบายสู่การปฏิบัติของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน และ 2) ผลการยืนยันองค์ประกอบการนำนโยบายสู่การปฏิบัติของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กลุ่มตัวอย่างคือ โรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 96 โรงเรียน ผู้ให้ข้อมูลโรงเรียนละ 4 คน ได้แก่ ผู้อำนวยการโรงเรียน จำนวน 1 คน รองผู้อำนวยการโรงเรียนที่รับผิดชอบงานแผนงาน จำนวน 1 คน และหัวหน้ากลุ่มสาระการเรียนรู้ จำนวน 2 คน รวมทั้งสิ้น 384 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ แบบสอบถามความคิดเห็น และแบบตรวจสอบรายการ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบเชิงสำรวจและการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. องค์ประกอบการนำนโยบายสู่การปฏิบัติของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้น ประกอบด้วย 4 องค์ประกอบ ได้แก่ 1) การจัดระบบบริหารจัดการที่ดี 2) การเสริมสร้างความเป็นผู้นำของผู้บริหาร 3) การจัดกระบวนการบริหารนโยบายและ 4) การจัดระบบบริหารแบบมีส่วนร่วม 2. ผลการยืนยันองค์ประกอบการนำนโยบายสู่การปฏิบัติของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มี 4 องค์ประกอบ 47 ตัวแปร ซึ่งมีความเหมาะสมความเป็นไปได้ ความถูกต้อง และความเป็นประโยชน์

The purposes of this research were to: 1) identify factors of policy implementation for secondary schools under the Office of the Basic Education Commission, and 2) confirm factors of policy implementation for secondary schools under the Office of the Basic Education Commission. The sample of this study included 96 secondary schools under the Office of the Basic Education Commission. The respondents were school director, deputy director responsible for the school plan and head of department with a total of 384 respondents. The research instruments were interview form, opinionnaire and checklist. The statistic for analyzing the data were frequency, percentage, arithmetic mean, standard deviation, exploratory factor analysis and content analysis. The findings of this research were as follows: 1. The factors of policy implementation for secondary schools under the Office of the Basic Education Commission composed of four factors such as 1) the system organization of good management, 2) the strengthening leadership of administrator, 3) the process of policy management and 4) the system organization of participatory management. 2. The confirmation of policy implementation factors for secondary schools under the Office of the Basic Education Commission which composed of 4 factors and 47 variables were found propriety, feasibility, accuracy and utility
