การส่งเสริมทักษะด้านเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) ทักษะด้านเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา 2) แนวทางการส่งเสริมทักษะด้านเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา โดยศึกษาจากกลุ่มตัวอย่างที่เป็นสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา จำนวน 36 เขต กำหนดขนาดตัวอย่างโดยการเปิดตารางประมาณการขนาดกลุ่มตัวอย่างของเครจซี และมอร์แกน (Krejcie and Morgan) กำหนดผู้ให้ข้อมูลเขตละ 8 คน ประกอบด้วย บุคลากรระดับสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาแบ่งเป็นฝ่ายบริหารของสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา จำนวน 2 คน และศึกษานิเทศก์ของสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา จำนวน 2 คน บุคลากรระดับปฏิบัติการแบ่งเป็นฝ่ายบริหารของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา จำนวน 2 คน และครูผู้ปฏิบัติงานด้านเทคโนโลยีสารสนเทศและการสื่อสารของโรงเรียน จำนวน 2 คน รวมผู้ให้ข้อมูลทั้งสิ้น 288 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบไม่มีโครงสร้าง และแบบสอบถามความคิดเห็น สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์องค์ประกอบเชิงสำรวจ ผลการวิจัยพบว่า 1. ทักษะด้านเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษาเป็นพหุทักษะ ประกอบด้วย 4 ทักษะ คือ 1) ทักษะด้านนวัตกรรม ประกอบด้วย 3 ทักษะย่อย คือ 1.1) ทักษะการใช้เทคโนโลยีคอมพิวเตอร์ 1.2) ทักษะการสร้างสรรค์ผลงานจากเทคโนโลยี 1.3) ทักษะการเก็บรวบรวมข้อมูล 2) ทักษะการสังเคราะห์ข้อมูล 3) ทักษะการประยุกต์ใช้ในการบริหารงาน และ 4) ทักษะการจัดการเรียนรู้ 2. แนวทางการส่งเสริมทักษะด้านเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา มีจำนวนทั้งหมด 234 แนวทาง

The purposes of this research were to identify: 1) the school administrators’ information and communication technology skills and 2) the enhancement guidelines of information and communication technology skills of school administrator. The sample of this study were 36 Secondary Educational Service Area Offices, which determined by Krejcie and Morgan Table. The respondents from each office divided into two groups 1) the officers from the Office of Secondary Educational Service Area’s were 2 administrators and 2 educational supervisors, 2) the respondents from school composed of 2 administrators and 2 teachers whose concerning on information and communication technology with the total of 288 respondents. The instruments for collecting the data were unstructured interview form and opinionnaires. The statistic used for data analysis were frequency, percentage, arithmetic mean, standard deviation and Exploratory Factor Analysis. The findings of this study were as follows: 1) The school administrators’ information and communication technology skills were multiple skills composed of four skills 1) innovative skill, which composed of three sub skills: 1.1) using skill of computer technology 1.2) creative skill of production from technology and 1.3) collection skill of data, 2) synthesis skill of information 3) applying skill of administration and 4) learning management skill. 2) There were 234 enhancement guidelines of information and communication technology skills for the school administrator
