แนวทางการจัดการภูมิทัศน์วัฒนธรรมและมรดกทางวัฒนธรรม : กรณีศึกษาเทศบาลนครลำปาง

Abstract

ในการศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเกี่ยวกับการจัดการภูมิทัศน์วัฒนธรรม มรดก ทางวัฒนธรรม โดยศึกษาวิเคราะห์ข้อมูลเพื่อสามารถระบุประเภท คุณค่าของภูมิทัศน์วัฒนธรรมองค์ประกอบทางภูมิทัศน์วัฒนธรรมของพื้นที่ศึกษาในภาพรวม รวมทั้งศึกษาถึงปัจจัยต่าง ๆ ที่เกี่ยวข้องและส่งผลต่อการจัดการภูมิทัศน์วัฒนธรรมในพื้นที่เพื่อเสนอแนะแนวทางการจัดการภูมิทัศน์วัฒนธรรมและการอนุรักษ์มรดกทางวัฒนธรรมของเขตเทศบาลนครลำปาง ขั้นตอนของการศึกษาในครั้งนี้ได้แบ่งออกเป็นสามขั้นตอนหลัก ๆ คือขั้น ตอนแรกคือการเก็บรวบรวมข้อมูลและการศึกษาข้อมูลพื้นฐาน ซึ่งเก็บรวบรวมข้อมูลจากเอกสารวิชาการ บทความ งานวิจัย และการลงสำรวจภาคสนาม การสัมภาษณ์ ขั้นที่สองคือการวิเคราะห์ข้อมูล เพื่อระบุประเภท และประเมินคุณค่าทางภูมิทัศน์วัฒนธรรมของพื้นที่ และขั้นสุดท้ายคือการทำข้อเสนอแนะแนวทางในการจัดการภูมิทัศน์วัฒนธรรม และการอนุรักษ์มรดกทางวัฒนธรรมเบื้องต้น ผลจากการศึกษาสามารถสรุปได้ว่า 1. ภูมิทัศน์วัฒนธรรมของเขตเทศบาลนครลำปางนั้นจัดอยู่ในประเภท “ภูมิทัศน์เมืองประวัติศาสตร์ที่ยังคงมีชีวิต” เพราะการเจริญเติบโตและการพัฒนาเมืองมาอย่างต่อเนื่องจากการตั้งถิ่นฐาน การดำเนินกิจกรรมต่าง ๆ ร่วมกันระหว่างคนในพื้นที่และต่างพื้นที่ ก่อให้เกิดผลลัพท์ทางวัฒนธรรม ศิลปกรรม สถาปัตยกรรมที่มีความงามและมีคุณค่าทางประวัติศาสตร์ในพื้นที่เขตเทศบาลนครลำปาง 2. องค์ประกอบที่สำคัญของเขตเทศบาลนครลำปางประกอบด้วย องค์ประกอบทางกายภาพของเมือง แบ่งออกเป็น องค์ประกอบทางประวัติศาสตร์ของเมือง โครงข่ายของเมือง ย่านองค์ประกอบทางธรรมชาติ พื้นที่โล่งว่างสาธารณะ และองค์ประกอบที่เกี่ยวข้องกับทางวัฒนธรรมประเพณี ความเชื่อ วิถีชีวิต 3. ปัจจัยที่เกี่ยวข้องกับการจัดการภูมิทัศน์วัฒนธรรมของเขตเทศบาลนครลำปาง คือองค์ประกอบทางภูมิทัศน์วัฒนธรรมของเมือง ศักยภาพขององค์ประกอบเมือง ปัญหา ภัยคุกคามรวมทั้งโอกาสและอุปสรรคในการจัดการ 4. การทำข้อเสนอแนะแนวทางในการจัดการภูมิทัศน์วัฒนธรรมในพื้นที่นั้น กำหนดและพิจารณาวิธีการจากความเหมาะสมกับองค์ประกอบและคุณค่าเฉพาะตัวของภูมิทัศน์วัฒนธรรมนั้น ๆโดยหลักการและวิธีการที่นำมาทำข้อเสนอแนะจะถูกแบ่งออกเป็นระดับตามการบังคับใช้ ซึ่งนอกเหนือจากหลักการต่าง ๆ แล้วความร่วมมือ การมีส่วนร่วม และการตระหนักถึงคุณค่าความสำคัญของคนในพื้นที่นั้น เป็นการจัดการที่ยั่งยืนและเหมาะสมกับพื้นที่นั้น ๆ มากที่สุด

In this research had aimed to study the cultural landscape management. Cultural heritage which have studied with the analyze data to identify the categories of the value cultural landscape, and the elements for the study of the whole vision for the cultural landscape, includes the study of factors are related to the management and also have effected with cultural landscape to provide the guidelines for landscape management and conservation of cultural heritage of Lampang municipality. This process of the study which has divided into three main steps, The first step is to collect basic information and education which are collected from the research articles and technical documents for a field survey and interviews. The second step is the data analyze to specify the type and evaluate the value of cultural landscape, and the final is making the proposal of guidelines for managing the cultural landscapes and conservation of cultural heritage preliminary. The results of the study can be summarized as below; 1. Cultural Landscape of the Lampang Municipality is classified that. “Historic urban landscape still living historic city” because of the growth and the development of the city continued settlement, and the cooperation of activities between local people and other areas lead to the result of the cultural, artistic, the architectural which has beauty and value of historical in Lampang municipality. 2. The importance of elements in the municipality Lampang are consists of the physical elements of the city which is divided into elements of the history of the city, infrastructure of the city area of natural elements, the empty space of the public, and the elements which are related to cultural traditions, beliefs and the life tradition. 3. The factors are associated with management of the cultural landscape in Lampang municipality are the elements of city landscape, the potential elements of urban problems, including threats, opportunities and difficulties in management. 4. To make any suggestions for managing cultural landscapes in that area, Defining and determine the appropriate elements of the landscape and own unique cultural values that the principles and methods are made into the recommendations. There are divided by according to the levels of enforcement. In addition to the principles, the cooperation, the participation and the awareness of the importance of values in that area is the sustainable management and appropriate to that area the most.
