การศึกษาการใช้บริการและผู้ใช้บริการในสำนักหอจดหมายเหตุแห่งชาติ

Abstract

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อวิเคราะห์ข้อมูลเกี่ยวกับผู้ใช้บริการและการใช้บริการในสำนักหอจดหมายเหตุแห่งชาติ ประชากรที่ใช้ในการวิจัย ได้แก่ แบบฟอร์มที่ใช้ในการให้บริการในสำนักหอจดหมายเหตุแห่งชาติ โดยมีกลุ่มตัวอย่างเป็นแบบฟอร์มที่ใช้ในการบริการในห้องบริการ “กรมหลวงพิชิตปรีชากร” ในช่วงปี 2546-2548 เครื่องมือที่ใช้ในการวิจัยคือแบบบันทึกข้อมูล ผลการวิจัยพบว่า ผู้ใช้บริการในสำนักหอจดหมายเหตุแห่งชาติในช่วงปี 2546 – 2548 ส่วนใหญ่เป็นหญิงและเป็นคนไทย ผู้ใช้บริการส่วนใหญ่เป็นนักศึกษาที่ศึกษาในระดับปริญญาโทจากสถานศึกษาต่าง ๆ ผู้ใช้บริการส่วนใหญ่เข้ามาใช้บริการโดยไม่ระบุสาขาวิชาที่ศึกษา ในการใช้บริการ ผู้ใช้บริการมีวัตถุประสงค์ในการทำวิทยานิพนธ์ มีหัวเรื่องหรือชื่อเรื่องที่ต้องการค้นคว้าสูงสุดคือความเป็นมาของหน่วยงาน, องค์กร, สถานที่ รวมทั้ง สิ่งก่อสร้าง, อาคาร, วัตถุ, สิ่งของ มีระยะเวลาในการค้นคว้าส่วนใหญ่ 1 -2 วัน ส่วนใหญ่ผู้ใช้บริการยืมและทำสำเนาเอกสารลายลักษณ์มากกว่ายืมและทำสำเนาไมโครฟิล์ม รหัสหรือชุดเอกสารประเภทลายลักษณ์ที่ใช้และทำสำเนามากที่สุด คือ เอกสารกรมราชเลขาธิการ รัชกาลที่ 5 กระทรวงนครบาล (ร.5 น) รหัสหรือชุดเอกสารประเภทไมโครฟิล์มที่ใช้และทำสำเนามากที่สุดคือ เอกสารกรมราชเลขาธิการ รัชกาลที่ 5 กระทรวงศึกษาธิการ (มร.5 ศ) และเอกสารกรมราชเลขาธิการ รัชกาลที่ 5 กระทรวงมหาดไทย (มร.5 ม) ปริมาณของรหัสหรือชุดเอกสารประเภทลายลักษณ์ที่ทำสำเนามากที่สุดคือ เอกสารสำนักนายกรัฐมนตรี สำนักเลขาธิการคณะรัฐมนตรี – กองกลาง (2) สร0201) ปริมาณของรหัสหรือชุดเอกสารประเภทไมโครฟิล์มที่ทำสำเนามากที่สุด คือ เอกสารกรมราชเลขาธิการ รัชกาลที่ 5 กระทรวงมหาดไทย (มร.5 ม) เมื่อเปรียบเทียบผู้ใช้กับการใช้บริการเกือบทุกกลุ่มอาชีพระบุวัตถุประสงค์ในการเข้าใช้บริการเป็นการทำวิทยานิพนธ์ และใช้เวลาในการค้นคว้า 3 – 7 วัน ปัญหาที่พบในแบบฟอร์มการให้บริการคือ ผู้ใช้บริการไม่ระบุข้อมูลสำคัญ โดยเฉพาะเรื่องวัตถุประสงค์ในการวิจัยและหัวเรื่องหรือชื่อเรื่องที่ต้องการค้นคว้าทำให้สำนักหอจดหมายเหตุแห่งชาติไม่ได้ข้อมูลที่ถูกต้องในการปรับปรุงให้บริการให้ตรงตามความต้องการของผู้ใช้บริการ ข้อมูลผู้ใช้บริการและการใช้บริการที่ได้จากงานวิจัยนี้เป็นประโยชน์ต่อสำนักหอจดหมายเหตุแห่งชาติ ในการดำเนินงานจดหมายเหตุทั้งในด้านการจัดเรียงและทำคำอธิบายเอกสาร การอนุรักษ์เอกสาร การประชาสัมพันธ์ และการบริการ และสะท้อนให้เห็นว่าแบบฟอร์มของสำนักหอจดหมายเหตุแห่งชาติเป็นเครื่องมือที่เป็นประโยชน์และเป็นหลักฐานที่ดีในการเข้าใจผู้ใช้บริการและการใช้บริการในระดับหนึ่ง

The objective of this thesis was to analyze data on use and users in the National Archives. The population used in this research was archival service forms, in which the sample group was the forms used in the “Krommaluang Phichit Preechakorn” Room from 2003-2005. The tool used in the research was data collecting sheet. Research results revealed that the majority of users was female and Thai. They were M.A. students from various educational institutions. The majority of users did not indicate their fields of study. In the use of archives, the majority of users mostly specified their objectives as doing thesis. The highest topic or title of research interest was on history of organizations, locations, together with constructions, building, materials, and objects. The majority of users used 1-2 days for searching information at the National Archives. Mostly the users requested and did photocopying records more than microfilms. The record group mostly used and photocopied was the record of His Majesty King Chulalongkorn’s Private Secretary’s Office, Ministry of City Administration. The microfilm record groups mostly used and photocopied were the record of His Majesty King Chulalongkorn’s Private Secretary’s Office, Ministry of Education and Ministry of Interior. The highest amount of record photocopying was the record of the General Affairs Division of the Secretariat of the Cabinet under the Office of the Prime Minister. The highest amount of microfilm photocopying was the record of His Majesty King Chulalongkorn’s Private Secretary’s Office, Ministry of Interior. When comparing users with the use of archives, nearly every field of professions indicated the purpose of research for doing thesis and used 3-7 days for searching information at the National Archives. The problem found in the archival service forms was that users did not indicate important data, especially purpose of research and topic or title of research interest, which prevented the National Archives to receive correct data in improving service to fulfill the users’ need.
